In 1997 the Kyoto Protocol was adopted and in 2005 it was entered into force. The Kyoto Protocol is an international binding agreement between 37 industrialised countries and the European community for reducing greenhouse gas (GHG) emissions. These countries are called Annex 1 countries. Under the Kyoto Protocol Annex 1 countries must meet their targets primarily through national measures.
Annex 1 countries are required to annually report their estimated GHG emissions in a National Inventory. New Zealand has a requirement under the Kyoto protocol to report annual greenhouse gas emissions from 1990 to the United Framework Convention on Climate Change (UNFCCC). This report is called the National Inventory Report and is submitted on 15 April each year.
New Zealand's Greenhouse Gas Inventory is the official annual report of all anthropogenic emissions and removals of greenhouse gases in New Zealand and is a Tier 1 statistic. The inventory measures New Zealand's progress against its obligations under the Kyoto Protocol as well as the United Nations Framework Convention on Climate Change (UNFCCC). Due to the timing of available data, the NIR submitted in a current year is actually 18 months behind, for example, the Inventory submitted in April 2011 is for the estimated emissions from 1990 to 2009.
Official submissions are published on the MfE website which also publishes a snapshot report which summaries the National Inventory Report. New Zealand's submission, along with other countries submissions can also be downloaded from the UNFCCC website.

Updates of New Zealand's projected quantity of emissions and removals of greenhouse gases during the first commitment period (2008-2012) of the Kyoto Protocol are forecasted each year and reported in the Net Position Report.
Up until 2011 MAF was responsible for estimating projections from both Agriculture and from Land use, Land-use Change and Forestry (LULUCF) activities under Article 3.3 of the Kyoto Protocol. From 2011 onwards MPI is responsible for estimating projections from the Agricultural sector only.
Prior to the 2010 Net Position report MfE published a full report including all sectors including Agriculture and LULUCF. These reports can therefore be found on the MfE website.
