Prime Minister John Key and China's Vice President Xi Jingping will witness
the signing of a bilateral Arrangement at a ceremony on Friday 18 June at
Government House in Auckland. The Arrangement will establish a co-operative Work
Plan for the development of effective and efficient means of electronic transfer
of official phytosanitary assurances (certification data) between New Zealand
This Work Plan Arrangement will formalise the General Administration of
Quality Supervision, Inspection and Quarantine of the People's Republic of China
(AQSIQ) initiative to share, improve and streamline the electronic transfer of
phytosanitary certification data to manage and minimise fraud.
This follows the discovery of a major fraud associated with imports of plant
products into China that were accompanied by false or bogus MAF phytosanitary
MAF and AQSIQ have worked closely to address and improve their management of
these processes. In particular, MAF appreciates the patience and perseverance of
AQSIQ in their undertaking of manual inputs to date, receive and distribute MAF
email notifications of phytosanitary certificates for plant & forestry products
exported from New Zealand to China.
Vice President Xi Jinping is visiting New Zealand from 17-19 June 2010. The
visit will provide an opportunity for New Zealand officials to develop important
links with one of the key members of the Chinese Politiburo.
It is anticipated President Jinping will have meetings on a full range of
bilateral, regional and international issues including the current global
economic and security situation with the Governor-General, Prime Minister,
Deputy Prime Minister, Speaker and Leader of the Opposition.
