The collection and publication of NEFD information is overseen by the NEFD Steering Committee - a forest industry committee with members nominated by the New Zealand Forest Owners' Association and MPI. Under the Kyoto Protocol New Zealand must account for emissions from deforestation that occurs during the period 2008-2012. Information on future rates of deforestation is needed to assist with projecting New Zealand's likely balance of emission units over the first commitment period of the Kyoto Protocol, to provide information needed to assist with future climate change negotiations and to assist with future policy development.
This survey targets large scale post-1989 forest owners, with allowance made for deforestation by small-scale owners, to quantify future deforestation intentions broken down into the following time periods: 2011-2012; and 2013-2020. The scope of this report is limited to New Zealand plantation forests only. Respondents are asked for their deforestation intentions under three different scenarios: Emissions Trading Scheme in place offset planting allowed or no ETS legislation in place.
