This technical report was carried out to identify if samples of fungus from New Zealand, which were held under the name Thielaviopsis paradoxa, were still regarded as T. paradoxa using current taxonomy. The outcomes of this work will be used to inform risk assessment work within MPI by providing scientific evidence currently lacking on the presence of this fungus in New Zealand.

A review is being carried out of the Import Health Standards 155.02.06: Importation of Nursery Stock, specific Citrus schedule, which is out of date. As inputs to this review, pest risk assessments are required for eight organisms that have been identified as pests of Citrus but do not currently have a requirement for specific tests. These pest risk assessments examine the risks posed by eight micro-organisms (viruses, viroids, phytoplasmas, and bacteria) associated with the importation of Citrus nursery stock from all countries. All eight species are found to be non-negligible risks associated with Citrus nursery stock.

This import risk analysis identifies the biosecurity risks associated with the importation into New Zealand of fresh rambutan from Vietnam.

‘Candidatus Liberibacter solanacearum’ (Lso) was identified by rapid risk assessment through the Ministry for Primary Industries (MPI) emerging risk system as an organism that may require risk management on the imported carrot seed pathway (PP 14-130). This formal risk assessment has been prepared to support risk management decisions for the pathway.

This pest risk assessment has been carried out using the MAF Plants Biosecurity Standard for Pest Risk Assessment (2001) as a guide. This is a qualitative assessment that estimates the likelihood of entry, establishment and spread, and associated potential environmental impacts.

An assessment of the risks associated with scale insects associated with fresh produce imports. Includes a generic assessment for armoured scales and specific pest risk assessments for three armoured scales, a soft scale and a mealybug.

This project investigated the balance between the potential environmental costs and benefits of in-water cleaning as a biosecurity risk management tool for a number of scenarios. These assessments provide the most up-to-date basis upon which authorities can determine the appropriateness of in-water cleaning as a biofouling management tool for their own jurisdictions. The benefits of in-water cleaning may be exploited provided that an adaptive management strategy is in place.

MAF is working toward implementation of an import health standard for vessel biofouling. An understanding is needed of the range of options available to manage biofouling on non-compliant vessels and the risks that are associated with their application. Decisions about risk mitigation must balance biosecurity needs with those of New Zealand’s other values. This project identified the consequences of different biofouling management options under various scenarios of non-compliance.

Euphorbia paralias is a long lived herbaceous coastal plant native to North Africa, western Asia, and Europe and invasive in Australia. Seeds are buoyant and can be spread very large distances by ocean currents. Euphorbia paralias has been reported as invading pastoral land adjacent to coastal areas in Australia reducing pasture available for stock grazing. Additionally, the latex sap of E. paralias is considered poisonous and causes skin and eye irritation.

This analysis assesses the biosecurity risks associated with Halyomorpha halys (brown marmorated stink bug) entering New Zealand via all likely entry pathways. The results of this work will determine how effectie the existing risk management on the main entry pathways is for managing the biosecurity risks posed by H. halys.
