Treatment requirements for breakbulk cargo and BMSB-risk countries
New or used vehicles and machinery from BMSB-risk countries must meet BMSB treatment requirements and conditions before they arrive in New Zealand. Find out what you need to do if you're treating your cargo in a BMSB-risk country, and read example scenarios.
New or used vehicles and machinery from BMSB-risk countries can meet BMSB requirements if they use MPI-approved treatments before they arrive in New Zealand. However, there are treatment conditions which importers also need to meet before MPI will accept the treatment. This section explains the conditions for:
- treatment in Japan (listed in Section 3.6 of the IHS)
- Schedule 3 countries (listed in Section 3.7 of the IHS).
Treatment conditions for cargo arriving via Japan (without an MPI-approved system)
Vehicles or machinery may become re-contaminated by BMSB after treatment and before shipping to New Zealand if protection does not occur. For this reason, MPI recommends that you:
- reduce the time between treatment and shipping as much as possible
- segregate the treated risk goods from untreated cargo at all times.
If importers don't meet these recommendations, treated risk goods may become contaminated with BMSB. This risk is higher during the BMSB-risk season (between September and April of each year).
Treatment conditions for cargo arriving via a Schedule 3 country (without an MPI-approved system)
Treated cargo needs to be segregated at the port from untreated cargo in any Schedule 3 country. This helps prevent BMSB contamination. Timing conditions do apply between treatment and shipping in Schedule 3 countries. These conditions are as follows:
- If risk goods are treated in a BMSB-risk country at the port, then the risk goods must be shipped or moved to a 'non-BMSB risk country' within 120 hours.
- If risk goods are treated in a BMSB-risk country, but not at the export port, one of the following 3 options must be used:
- Risk goods must be moved to the export port within 6 hours of treatment.
- Risk goods must be wrapped or sealed in an insect-proof manner, and moved to the export port within 24 hours.
- Risk goods must be sprayed with a residual insecticide. This is outlined in the Approved Biosecurity Requirements document (on pages 40 and 41) . The goods must then be moved to the export port within 24 hours.

Once the risk goods arrive at the export port, they must be shipped or moved to a non-BMSB-risk country within 120 hours.
Treating at a port on the west coast of the USA
- The goods must be shipped or moved to a non-BMSB-risk country within 144 hours.
- If the goods are treated somewhere that isn't the port, they must be moved to the export port no later than 6 hours after treatment occurs. They must then be shipped or moved to a non-BMSB-risk country within 144 hours.
A vehicle is manufactured in Germany (a Schedule 3 country) and is transported to Belgium (a non-BMSB-risk country) for treatment.
The vehicle must meet the requirements of Section 3.7 of the IHS. This means that it either:
- needs to be treated before arriving in New Zealand
- be managed by an MPI-approved system in Germany.
Because the vehicle is being treated in a non-Schedule 3 country, the 120-hour treatment condition can be exceeded. This is because there is very little risk of BMSB in a non-Schedule 3 country. MPI does recommend that the treated goods get segregated from any untreated goods that originated from a Schedule 3 country. They should also be stored before export.
A used machine from Japan meets certified cleaning requirements in Japan. It is then shipped to Singapore for treatment, because treatment facilities in Japan could not treat it. It is treated in Singapore, and remains there for 15 days.
Under Section 3.6, used machinery from Japan must be treated. Because the item was treated outside of a BMSB-risk country before it was shipped to New Zealand, no treatment conditions apply. This is because Singapore is not a BMSB-risk country. The time that the machine spends in Singapore between being treated and being shipped to New Zealand does not matter. The time that the machine spends in Singapore must not prevent the machine from being clean and free of all biosecurity contamination.
