In addition to exemptions stated in clause 2.1 of ISPM 15, the following is also exempt:

  • Wood packaging material that has been painted or stained;
  • Wood packaging material that has been treated by tar or other preservatives;
  • Wood packaging material that is used to carry deep frozen commodities (below -17.8 degrees Celsius), and remaining below this temperature until arrival.
General Wood packaging material which does not comply shall be treated in accordance with ISPM 15 or destroyed or reshipped with the imported commodity on importer’s request.

MPI specified Maximum Pest Limits (MPL)

Please note: for all commodities exported to Taiwan requiring MPI phytosanitary certificates, the following levels have been set by MPI to facilitate exports while still meeting the destination market’s minimum requirements for specified quarantine pests and soil.

Quarantine pests* specified by Taiwan 0.5%
Soil (for all plant products excluding seed for sowing) 25g / 600unit
Soil (seed for sowing) 0.1% by weight

*Quarantine pests for Taiwan include organisms identified within:

  • quarantine pests sction of this ICPR
  • additional declarations
  • phytosanitary import permit

Note: The MPL for codling moth in apples destined for Taiwan is nil as defined in Apples to Taiwan Compliance programme [PDF, 695 KB].
