Note: When moving plants within UK territories, a UK plant passport is required (Schedule 6). This applies to wood of Conifers excluding bark free wood.

“Consignment complies with Annex 7, Part A, point 117, option (a) and (b) of the Plant Health (Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020.  This declares that the product is bark-free and originates in an area* which, in accordance with the measures specified in ISPM 4, is known to be free from Ips duplicatus (Sahlberg), Ips typographus (Heer) and Ips amitinus (Eichhoff)”

Wood packaging material (WPM)

WPM

Includes packing cases, boxes, crates, drums, pallets, dunnage and other load boards.

Exemptions

WPM made entirely from thin wood (6mm thickness or less) or WPM constructed entirely from processed wood produced by using glue, heat and pressure, or a combination thereof, including plywood, oriented strand board (OSB), medium-density fibreboard (MDF) and other particle board products.

Import Permit

Import permit not required.

Phytosanitary certification

Not required for ISPM 15-compliant WPM.

Approved measures

The WPM must:

(a)    be made of debarked wood and been subject to one of the treatments specified in Annex 1 to ISPM 15, and

(b)   display a mark in accordance with Annex 2 to ISPM 15 indicating that it has been subject to an approved phytosanitary treatment in accordance with ISPM 15.

Approved phytosanitary treatments

(a)    Heat treatment (HT): treated to achieve a temperature of 56oC for a minimum duration of 30 continuous minutes throughout the entire profile of the wood, including at its core;

OR

 

(b)   Dielectric heating (DH): subjected to dielectric heating (e.g. microwave) of wood not exceeding 20 cm when measured across the smallest dimension of the piece or stack. It must be heated to achieve a minimum temperature of 60oC for 1 continuous minute throughout the entire profile of the wood, including at its surface;

OR

 

(c)    Methyl bromide (MB): fumigated with methyl bromide in accordance with ISPM 15;

OR

(d)   Sulphuryl fluoride (SF): fumigated with sulphuryl fluoride in accordance with ISPM 15.

General

Wood packaging material not actually in use but exported to the UK as a consignment must be ISPM15-compliant.

“Consignment complies with Annex 7, Part A, point 114, option (b) of the Plant Health (Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020. This declares that the product has been produced from debarked round wood”

AND

“Consignment complies with Annex 7, Part A, point 114, option (c) of the Plant Health (Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020. This declares that the product has undergone kiln drying to below 20% moisture content, expressed as a percentage of dry matter achieved through an appropriate time/temperature schedule”

OR

      “Consignment complies with Annex 7, Part A, point 114, option  (d) of the Plant Health (Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020. This declares that the product has undergone an appropriate heat treatment to achieve a minimum core temperature of 56oC for at least 30 continuous minutes”

AND

“Consignment complies with Annex 7, Part A, point 116, option (a) of the Plant Health (Phytosanitary Conditions) (Amendment) (EU Exit) Regulations 2020. This declares that the product originates in a country* which, in accordance with the measures specified in ISPM4, is known to be free from Fusarium circinatum Nirenberg & O’Donnell”
