Manufacturing agricultural chemicals

Find out about the requirements you need to meet if you want to manufacture agricultural chemicals.

What manufacturing includes

Manufacturing (under the Agricultural Compounds and Veterinary Medicines (ACVM) Act 1997) includes any of the following steps in production of agricultural chemicals:

  • getting materials
  • preparing
  • producing
  • processing
  • assessing and testing (including contract laboratory testing)
  • filling, packing and labelling in a container for sale
  • sterilisation.

Requirements for manufacturers

Manufacturers must comply with conditions of the product's authorisation, including manufacturing specifications. 

Manufacturing for export

There are no ACVM legal requirements for export-only agricultural chemicals.

You must keep agricultural chemicals for export separated from products registered for New Zealand use – their requirements are different.

If you want to export agricultural chemicals, you may need to meet certification requirements for the importing country.
