About approved facilities
The Ministry for Primary Industries (MPI) approves offshore facilities to complete some (or all) of the inspection and testing requirements normally done in post-entry quarantine in New Zealand.
Approving offshore facilities may mean plant germplasm imports require a lower level of post-entry quarantine in New Zealand, for a shorter duration and with less testing for pests regulated in New Zealand.
Importing from approved offshore facilities usually means importers have access to new plant germplasm more quickly and at lower cost.
MPI-approved offshore facilities will be approved to the Standard for Offshore Facilities Holding and Testing Plants for Planting. Approval involves a direct agreement with the offshore facility that documents how the facility’s pest risk management actions meet local and New Zealand requirements. Recognition of facility actions as phytosanitary measures for New Zealand takes into account that facilities meet local high-health plant certification requirements or provide plant quarantine services to meet local phytosanitary regulations.

CAV is supervised by the Emilia-Romagna Regional Phytosanitary Service and its lab is recognised by the Italian NPPO for phytosanitary testing. |

CFIA Centre for Plant Contact: Andrea Kalischuk CFIA CPH is a government-run national facility for plant quarantine, diagnostics, and research that enables imports of foreign plant material into Canada, and export of Canadian material worldwide. It has field, screenhouse and greenhouse facilities for holding high health germplasm, and for imported plants in quarantine. CPH offers propagation, indexing, testing, and virus elimination services for Canadian export certification and domestic distribution. |

Centre Technique Contact: Abdel Bechti CTIFL is an industry research centre supporting the French fruit sector through the production and control of certified high health plant material. It maintains field, screenhouse, and greenhouse facilities for conserving pathogen-free mother plants. The CTIFL Lanxade centre provides propagation, pest indexing, and diagnostic services aligned with French and EU regulations. Its operations are integral to the INFEL® certification scheme, for varietal authenticity, traceability, and high health status of fruit plants. |

Clean Fruit Plants –Naktuinbouw Contact: Hans Konings CFP is an industry-led foundation producing certified fruit crop plant material for Dutch growers and international customers. It has screenhouse and greenhouse facilities for holding high health germplasm and plants under pre-basic conditions. CFP offers propagation and pest indexing services to Dutch and EU regulations. It participates in the Naktuinbouw Elite certification scheme. CFP makes use of Naktuinbouw’s testing labs which are supervised by NVWA, the Dutch NPPO. |

Elizabeth Macarthur Agricultural Institute, NSW, AUSTRALIA Contact: Nerida Donovan EMAI is a state biosecurity facility run by the NSW Department of Primary Industries and Regional Development (NSW DPIRD). It operates greenhouse facilities for holding and testing citrus germplasm. It offers propagation, greenhouse, and lab-based testing services under the NSW DPI Citrus Pathology Program, including independent testing of germplasm for the Auscitrus high health scheme. |

SASA UK Potato Quarantine Contact: Carolyn Nisbet The UK Potato Quarantine Unit (UKPQU), located within SASA, a division of the Scottish Government, enables access to imported potato material for UK and international use. UKPQU complies with both UK and EU Plant Health regulations. It has specialised facilities for testing, maintaining and propagating potato germplasm, and offers virus elimination and rapid multiplication services. The unit is overseen by a review committee comprising stakeholders, including the Scottish Government, the Department for Environment, Food & Rural Affairs (DEFRA), and the Department of Agriculture, Environment, and Rural Affairs (DAERA) in Northern Ireland. |
