Draft amendment to the IHS's for apricot, nectarine/peach and plum from the State of California, USA

Equivalent phytosanitary treatment for Drosophila suzukii associated with fresh apricot, nectarine/peach and plum from the United States of America (State of California)

The New Zealand Ministry for Primary Industries (MPI) must consult with interested parties before issuing or amending (other than of a minor nature) import health standards (IHSs) in accordance with Section 23 of the Biosecurity Act (1993) and MPI’s consultation policy. An IHS specifies phytosanitary requirements that must be carried out, either in the country of origin or of export, during transit, or in quarantine, before biosecurity clearance can be given for the commodity to enter New Zealand. MPI must ensure that these requirements are technically justified and provide an appropriate level of biosecurity risk management.

MPI proposes to amend the IHS for apricot, peach/nectarine and plum from the United States of America (State of California), for risk management of Drosophila suzukii, to replace emergency measures with the following treatment options:

Methyl bromide fumigation Methyl bromide fumigation at 48 g/m3 or greaterfor 2 hours at13.9°C or greater.
Cold disinfestation The fruit pulp temperature to be held continuously at or below 0.8°C (±0.7°C) for 14 days before export or in-transit to New Zealand.

No change to the additional declarations for phytosanitary certificates is proposed.
