Proposed amendments to the IHS for vehicles, machinery and tyres

The current draft Vehicles, Machinery and Tyres Import Health Standard is scheduled to be published in June or July 2016.

As result of further questions from submitters, MPI is seeking further information on the risk profiles of high risk pests identified in the vehicle import pathway and ensuring that the proposed import health standard (IHS) has the appropriate requirements in place to manage risk posed by pests and diseases in the vehicles, machinery and tyres import pathway. The requirements will be firmly based on scientific evidence, including the latest information that is available.

After we've fully considered all submissions, MPI will publish a summary of submissions and the provisional IHS. The provisional IHS will be published on this page.

What's being proposed

The Import Health Standard: Standard for Vehicles, Machinery and Tyres sets out the requirements that must be met when importing vehicles, machinery and tyres into New Zealand to obtain biosecurity clearance. The associated Guidance Document to the Standard for Vehicles, Machinery and Tyres provides explanatory information to help importers and affected stakeholders meet the requirements of the standard.

MPI requested feedback on the proposed changes to the standard and guidance, in particular:

  • new requirements for the management of the brown marmorated stink bug from the USA
  • amended offshore requirements for used vehicles shipped as break bulk from Japan
  • amended offshore requirements for used agricultural, forestry and horticultural vehicles and machinery.

How to make a submission

Comments on the draft documents should be sent to MPI by 5pm on 6 November 2015. MPI prefers to get submissions by email to standards@mpi.govt.nz. However, written submissions can also be posted to:

  • the title of this discussion document

Submissions received by the closure date (6 November 2015) will be considered for the final issue of this facility standard and guidance document. Submissions received after the closure date may be held on file for consideration when the issued standard is next revised or reviewed.

Steps to finalising the new IHS

After we've considered all submissions, we publish a provisional IHS for 10 days to give authorised people a chance to ask for an independent review (under section 24 of the Biosecurity Act 1993). If there's no review, the IHS becomes final after 10 days.

Legal requirements

The New Zealand Ministry for Primary Industries (MPI) must consult with interested parties in accordance with section 39(1A) of the Biosecurity Act 1993 (the Act) and MPI’s consultation policy before issuing or amending facility standards under section 39 of the Act.

Submissions are public information

Note, that your submission is public information. Submissions may be the subject of requests for information under the Official Information Act 1982 (OIA). The OIA specifies that information is to be made available to requesters unless there are sufficient grounds for withholding it, as set out in the OIA. Submitters may wish to indicate grounds for withholding specific information contained in their submission, such as the information is commercially sensitive or they wish personal information to be withheld. Any decision to withhold information requested under the OIA is reviewable by the Ombudsman.
