GB standards
Expand to view some translated China Guo Biao (GB) national standards for food products.
China has a number of national standards (known as Guo Biao or GB standards), such as for health foods, food additives, and packaging and labelling. All foods exported to China need to meet GB standards.
MPI has obtained translated versions of some of China’s GB standards. Note that:
- they are only intended as guides
- exporters should liaise with their importers for details
- MPI does not take responsibility for inaccuracies in these translations
- some of the standards may have been updated or replaced.

Register your food establishment for exporting products to China
Find out how to self-register or register through MPI.
Food businesses like manufacturers and some storage facilities whose products are exported to China need to be registered. The Chinese decree 248 requiring registration was introduced on 1 January 2022. You may be able to self-register or have to register through MPI.
Why registration is important
China will accept food products only from establishments that meet certain registration requirements. Most manufacturers or operators whose food products are exported to China will need to meet these requirements. All registrations need approval from the General Administration of Customs China (GACC).
If you have an expiring registration you need to renew, check the OMAR or contact MPI's Exporter Regulatory Advice Service (ERAS) if you have any questions.
Full details for China registration are in the "for your information" (FYI) and overseas market access requirement (OMAR) documents.
Find the right registration method for your product
There are 2 methods for registering.
- Request MPI to recommend your registration to China.
- Self-register by applying directly to China.
The registration method you need to follow will be determined by your product type. Our registration guidance explains how to check which registration method you need to use (or if you need to register at all).

Registrations that need to apply directly to China
If the food products you make aren't on the list for registering via MPI recommendation, you will likely need to self-register.
China manages registrations through an online platform, called China imported food enterprise registration (CIFER). If you are self-registering, you can apply through this platform.
Apply to register through CIFER
Registrations that need recommendation from MPI
MPI-recommended registration is required for the following product categories (defined by China).
Animal products
- Meat.
- Casings.
- Fish and fish products (excluding live seafood).
- Dairy products.
- Dairy based infant and young children formula.
- Bee products.
Find out more about registering establishments under these product categories in the OMAR
Links to application forms are in the establishment registration section
Processed food products
- Edible fats and oils (including oilseeds).
- Milled grain industrial products and malt.
- Fresh and dehydrated vegetables and dried beans.
- Food for special dietary use.
- Health food (functional food/ nutrition supplement).
More information about registering establishments under these product categories is in the FYIs – F32/22 and F14/22.

How to register your establishment via MPI recommendation
Once you have worked out which registration method you should use, follow the steps to register. If you are exporting more than one product type, you may need to register the establishment for each product category separately.
Establishment registration under these product categories that are registered via MPI recommendation will still need to be approved by China.
Login to CIFER or create an account
You will need to create an account in CIFER if you don't have one already. If you are unsure whether you have a CIFER account, you should first check with MPI.
Email MPI to check if you have an account
You will need this account to apply for and manage your China registration.
Contact your verifier
You will need a verifier to get your establishment registered with China. Your verifier will check your paperwork to confirm you have met China's requirements. For most registrations, a verifier might need to do an on-site audit.
Make sure you have all the relevant forms for your product.
Find the forms you need in the establishment registration section
Step 1. Operator self-assessment
Work through the registration conditions form. Prepare evidence that your operation meets the Chinese standards. You can find what supporting materials you need in the form.
If you answer non-conformity to any questions in the form, this means you are not yet meeting Chinese standards. You may need to make changes to your systems or process before you can continue. This can take some time.
Complete all details in the application form and gather any required attachments. Your verifier can help if you have questions about your self-assessment.
Step 2. Verification
Get your forms and supporting documentation checked by your verifier. Your verifier needs to sign your registration conditions form and your application form
If you make animal products, they will also need to sign your country listing form.
Step 3. Request to MPI for recommendation
Submit the form to MPI. Copy your verifier into your email.
Step 4. Application in CIFER
Fill out information on CIFER that you have written down in your verified application form. Upload any required attachments.
If MPI has approved your request in step 3, you can submit your application to MPI in CIFER. MPI will recommend your application to China in CIFER.
What happens next
China will review the application. You can check the status of your application in CIFER by logging in. Click "Integrated query" then "Application form query".
You may receive a request for more information, a rejection, or an approval of your registration in CIFER.
Who to contact
If you have questions about the exporting to China process, email exporterhelp@mpi.govt.nz
For questions on operator self-assessment, contact your verifier.
