What the new regulations replace
These new regulations replace:
- Animal Product Regulations 2000
- Animal Products (Dairy) Regulations 2005
- Animal Products (Risk Management Programme Registration – Required Part) Regulations 2020
- Animal Products (Exemptions and Inclusions) Order 2000
- Animal Product (Regulated Control Scheme – Contaminant Monitoring and Surveillance) Regulations 2004
- Dairy Industry (National Residue Monitoring Programme) Regulations 2002
Regulations need to be read together with animal product notices.
Changes to animal product notices
On 1 July 2022, several animal product notices (identified in Schedule 1 of the Animal Products Regulations 2021) expired. The expired notices have been replaced by new animal product notices. They came into effect at the same time as the regulation on 1 July 2022.

Expired notices and their replacements
Note: The new Animal Product Notice: Production, Supply and Processing will replaces 11 expiring notices. Due to the complexity of the number of requirements that have been consolidated, New Zealand Food Safety has developed some tracking sheets to help you locate where requirements have moved and to help update your existing documents and systems. New Zealand Food Safety has also developed guidance on the Dairy key changes in the notice to assist operators with meeting the requirements.

Consultations we held about changing the notices
We consulted on a number of Animal Product Notices from September to November of 2021. A summary of the consultation and updates on the proposed Notices can be found in the following:

Transition to the new requirements
To allow time for operators and other listed persons to transition to the new requirements, the Animal Products Regulations 2021 sets out transitional arrangements in Schedule 1
- Operators of existing risk management programmes (RMPs) under the Animal Products Act 1999 will have until 1 November 2023 to update their RMPs to reflect new regulations and notices requirements.
- Existing listings (such as animal material depots and hunters) and approved/recognised maintenance compounds will be deemed as listed, or approved, under the new regulations and related notices until their expiry or review.
- The verification frequencies for animal product businesses under the new regulations and notices is the frequency closest to what the business was verified at under the old rules.
