Get guidance on developing a risk management programme (RMP) and get your application ready to send to MPI.

Two ways to create your RMP

There are 2 main ways to create your RMP:

  • base your RMP on a MPI-approved Code of Practice (COP), template, or model
  • write your own RMP by following the RMP manual.

The first way is the simpler and cheaper way to create your RMP, if one is available for your operation.

Base your RMP on a COP, template, or model

You can base your RMP on one of the following:

  • a Code of Practice (COP) – a document reflecting acceptable industry-agreed practice and providing information on meeting the regulatory requirements that are appropriate to the purpose and scope of the code. A COP may incorporate a template and/or model.
  • a template – a 'fill in the gaps' document
  • a model – an example RMP. Also called a generic RMP. You can base your own RMP on the whole model, or just use parts of it.

Even if you base your RMP on a COP, model or template, you should still use the RMP manual to ensure your RMP is complete.

An approved COP, template, or model provides industry-agreed information on how to meet regulatory requirements. Basing your RMP on an approved COP, template, or model simplifies and reduces the cost of developing your RMP. Doing this:

  • ensures you comply with current best practice or acceptable industry practices and procedures
  • ensures that you meet the relevant regulatory requirements
  • sometimes means you do not need to get your RMP evaluated.

Consult other industry manuals

You may also need to consult other manuals to ensure you are following your industry's standards. Check the relevant food sector information:

Write your own RMP, following the manual

If there is no template for your animal product, you can work through the RMP manual. Develop your RMP using Good Operating Practice (GOP).

You will need to validate the RMP, and then have it evaluated by an independent evaluator.

The RMP manual provides comprehensive information on the principles and components of RMPs as well as guidance for their development.

Can I include non-animal product foods into a Risk Management Programme?

RMP businesses have the option to manage food safety of non-animal product foods within a Risk Management Programme. This option would apply most to businesses that use similar processing methods (like transporting and canning cold storage) to manufacture animal product foods regulated under the Animal Products Act 1999 and non-animal product foods regulated under the Food Act 2014. Help for developing your RMP is available. Contact one of the following:

  • your specific industry association for advice
  • an RMP consultant
  • an evaluator. They may be able to help you develop your RMP or find someone who can. Note that if they help you to document your RMP, you cannot use them as your official evaluator or verifier.
