Emissions Trading Scheme fees and charges

You'll be charged for services provided by MPI relating to registering and managing post-1989 forest land in the Emissions Trading Scheme (ETS).

What our fees cover

Activities and fees we charge for include:

  • registering in the ETS as a post-1989 forest landowner
  • adding post-1989 forest land (carbon accounting areas)
  • processing emissions returns
  • processing notifications of changes of ownership or control of forest land (transfer)
  • travel costs.

Not all of the charges listed on this page may apply to you, and there may be other charges not listed here.

Note that MPI does not charge for transactions related to pre-1990 forest land in the ETS.

Registering as an ETS participant

MPI will charge you for processing your application to register as an ETS participant.

Fee type Fee (excl GST) Fee (incl GST)
Processing application to register as a participant in the ETS with post-1989 forest land $488.89 for the first 4 1/4 hours, and then at the hourly rate of $115.55 $562.22 for the first 4 1/4 hours, and then at the hourly rate of $132.88

Emissions returns

Emissions returns are used to calculate changes in the carbon stock of your registered forest. These may be required at certain times or for certain transactions, such as at the end of a 5-year mandatory return period, or when you sell forest land. They can also be voluntary, when you want to claim carbon credits for increases in your forest's carbon stock.

You also need to submit an emissions return when you are deregistering from the ETS or removing post-1989 forest land.

In addition, if you're selling or transferring the land, you'll need to submit an emissions return.

Fee type Fee (excl GST) Fee (incl GST)
Processing emissions return $88.89 for the first 45 minutes, and then at the hourly rate of $115.55 $102.22 for the first 45 minutes, and then at the hourly rate of $132.88

Adding land to your registered forest land

To put your forest land in the ETS, you need to apply to add additional carbon accounting areas (CAAs). CAAs are the basic area used to track carbon stock changes in registered post-1989 forests. There is a fee for adding CAAs but we don't charge for applications to remove a CAA.

Processing application to add a CAA $88.89 for the first 45 minutes, and then at the hourly rate of $115.55 $102.22 for the first 45 minutes, and then at the hourly rate of $132.88

Other charges

When ownership or control of post-1989 forest changes, you must notify MPI to get a transfer of participation. We'll charge you a fee for processing this transfer of participation. Forest land is transferred when:

  • post-1989 forest land is sold
  • a registered forestry right or lease is assigned to somebody else
  • a registered forestry right or lease is granted or expires
  • forest land is otherwise transferred or transmitted, such as through inheritance or a court order.

Travel charges

If MPI staff have to travel to your land to confirm its status in the ETS, you'll be charged $132.88 an hour (or $115.55 excl GST) for their time. Other travel-related costs may also apply.
