Information for authorities that register food businesses

Local councils and MPI register food businesses. Find out who registers food businesses operating under different risk-based measures, and how to access MAPS (Multiple Approvals Processing System) information.

MPI and local councils are registration authorities

The Ministry for Primary Industries (MPI) and all territorial authorities (local councils) are registration authorities under the Food Act 2014. They register food businesses operating under these risk-based measures:

  • food control plans (FCPs) – template and custom
  • national programmes.

This table outlines who will register businesses under each risk-based measure.

Multi-site businesses can choose whether to register:

Registration data and MAPS

Each local council uses its own systems to manage their registration processes.

However, the Food Act 2014 requires MPI to maintain a public register of risk-based measures. MAPS (Multiple Approvals Processing System) was developed by MPI to hold the details of all food control plan and national programme registrations.

Local councils are responsible for transferring their registration data into MAPS.
