Proposed regulation on the prolonged confinement of dogs

Have your say

The Ministry for Primary Industries (MPI) is seeking your feedback on a proposed regulation to prohibit the prolonged confinement of dogs in New Zealand. Prolonged confinement occurs when a dog is kept in a cage, crate, kennel, or other enclosure in a manner or duration that substantially restricts its ability to exercise or express normal behaviours.

More information about prolonged confinement is on this page along with the answers to some questions you might have. Full details about the proposed regulation are in the consultation document.

This consultation opened on 8 October and closes at 5pm on 23 November 2026.

What's being proposed?

Prolonged confinement can significantly compromise the welfare of dogs and cause them to feel distress. It is a daily issue encountered by animal welfare inspectors.

Dogs that are confined for long periods are also more likely to bark excessively and act aggressively towards people and other animals when not confined.

Current provisions under the Animal Welfare Act 1999, the Animal Welfare (Care and Procedures) Regulations 2018, and the Code of Welfare: Dogs do not directly deal with the issue of confinement.

MPI is proposing a regulation that will affect dogs which are confined for prolonged periods, their owners, and other people in charge of dogs. The proposed regulation would prohibit the confinement of dogs where 2 or more indicators of prolonged confinement are present.
