This discussion paper provides the Ministry for Primary Industries initial views on proposals to amend the regulations governing the commercial use of underwater breathing apparatus (UBA). The review considers the commercial use of UBA to: enable development of some underutilised shellfish fisheries, including sea cucumber, horse mussel and kina stocks; and increase diver safety in the paua fishery off the Chatham Islands.
