Food safety for infant formula and formulated supplementary foods for young children
There are food safety requirements you must meet if you manufacture dairy-based:
- infant formula products (for example, infant formula and follow-on formula)
- formulated supplementary foods for young children.
There are also requirements to meet if you manufacture dairy-based ingredients represented as intended for use in any of these products. This does not include ingredients that make up less than 5% of the final product.

Infant formula composition and labelling requirements
In August 2024, the New Zealand Government opted out of the changes made under the Food Standards Australia New Zealand Proposal (P1028 Infant Formula) .
As a result, the labelling and compositional requirements for infant formula products in New Zealand are in the previous version of the Food Standards Code as of 12 September 2024 (prior to the gazettal of changes under P1028).
