The Investment Advisory Panel is independent
The PSGF Investment Advisory Panel (IAP) provides advice on funding proposals and active projects. The IAP is an independent group made up of 5 members. The members are appointed by the Minister of Agriculture.

Peter Clark (Chair)
Peter Clark is an independent forestry advisor and business manager with extensive leadership experience across the sector. From 1999 to 2018, he held senior roles within the PF Olsen group, including chief executive of PF Olsen Group Ltd, chair of PF Olsen Australia, and legal representative for PF Olsen China Limited.
In 2019–2020, Peter chaired the One Billion Trees Advisory Panel for Te Uru Rākau – New Zealand Forest Service and worked to help central government efforts to increase wood processing in Tairāwhiti.
Peter brings deep industry knowledge from overseeing all aspects of PF Olsen's operations, including strategic investment. During his tenure as chief executive, he grew the company's turnover from $10 million to $100 million while significantly improving profitability. He has considerable experience chairing public and private sector boards and committees.
Peter is based in the Bay of Plenty district.
David Walker
David Walker is a government‑appointed director of the New Zealand Meat Board. He holds a PhD in economics and has extensive expertise in international trade, negotiation, and the implementation of New Zealand's trade agreements.
David is the former deputy-secretary of the trade and economic group at the Ministry of Foreign Affairs and Trade and previously served as New Zealand's ambassador to the World Trade Organization in Geneva.
He brings strong capabilities in global trade, economic policy, and strategic investment.
David is based in Martinborough.
Hone McGregor
Hone McGregor is Te Whānau-a-Apanui, Ngāto Kahungunu, Ngāti Kere, Ngāti Raukawa, Te Atiawa, Ngāti Rārua, and Rangitāne. He is chair of the Wakatū Incorporation and a director of Kono New Zealand. He is a highly respected leader in the Māori agribusiness sector, with extensive governance experience in regionally based, export-focused organisations.
A professional director, Hone has held positions with AgResearch, the Our Land and Water National Science Challenge, Te Taumata, and the Federation of Māori Authorities.
Hone brings wide experience across the public, private, and voluntary sectors, including research, science and innovation, mātauranga Māori, and global export pathways.
Hone is based in Wellington.
Kristen Ashby
Kristen Ashby is the head of Food and Fibre at ASB. She is responsible for leading ASB's total bank support for the sector, alongside leading ASB's rural corporate banking team. She is a chartered accountant with extensive commercial and strategic experience in large New Zealand corporates.
Before joining ASB, Kristen was director of capital strategy at Fonterra Co‑operative Group, responsible for overall capital allocation. She has also held leadership roles in sales, operations, and commercial management at Goodman Fielder New Zealand, T&G Global, and Chorus.
Kristen brings strong commercial acumen, supply‑chain insight, and experience managing strategic investment at scale.
Kristen is based in Auckland.
Dr Louise Cullen
Dr Louise Cullen is a farmer, part‑owner of multiple farming entities, and a professional director. She has served on several primary sector boards, including OSPRI, AgResearch, and the Tatua Co‑operative Dairy Company.
Holding a PhD in forest ecology, Louise has also worked as an environmental consultant in both Australia and New Zealand.
She brings deep sector-specific governance expertise, strong networks across the primary industries, and a collaborative, people-centred approach essential to building constructive board and sector relationships.
Louise is based in the Waikato District.
