MPI Trade Certification charges

If you use MPI Trade Certification, you must pay a fee for each document or certificate approved or issued in the system.

Billing of MPI Trade Certification fees

When you register your business to use MPI Trade Certification, unless you only request phytosanitary certificates, you will need to provide the details of the organisation responsible for paying the MPI Trade Certification fees. You must also provide appropriate contact details to enable invoicing.

For phytosanitary certificates, the fee for using MPI Trade Certification will be recovered on MPI’s behalf through the existing Independent Verification Agency (IVA) cost recovery process.

Responsibilities of the 'organisation to be billed'

The organisation to be billed is responsible for ensuring that contact details are provided and managed in a way that ensures all invoices are received, and processed in a timely manner. MPI must be promptly notified of any changes to the company's details and/or contact information.

Billing arrangements for agents – animal product certification

Some organisations, such as cold stores, are agents for another company (the primary company). Where there is a business or commercial arrangement between a primary company and an agent, requests made in MPI Trade Certification by employees of the agent can be directly charged to the primary company.

The requesting user is responsible for setting up billing preferences in MyMPI.

MPI Trade Certification invoices

Invoices are sent by email each month to the contact of the ‘organisation to be billed’. The billing period is a calendar month and invoices are generated on the first working day of the following month. Payment is due on the 20th day of that month.

An invoice containing charges for issuance or approval of documents in MPI Trade Certification may also contain the following information relating to the billing period, where relevant:

  • a summary of the total number of documents approved or issued
  • costs associated with processing of official assurances
  • miscellaneous costs such as courier charges
  • charge adjustments or rebates.

Payment options for MPI Trade Certification invoices

Invoices can be paid by:

  • direct debit
  • direct credit.

Payment by direct debit

MPI’s preferred method of payment for MPI Trade Certification invoices is by direct debit. In paying by direct debit, you authorise MPI to debit the charges from a bank account you nominate. To arrange for payment by direct debit, complete the direct debit form and email or post it to MPI. Contact details and the terms and conditions of paying by direct debit are provided with the form. Put your customer number into the ‘Payer reference field’.

Payment by direct credit

If you wish to pay by direct credit, refer to the bottom of your invoice for the MPI bank account details. Put your customer number and invoice number into a reference field and send remittance advice in an email including your MPI customer number, invoice number(s), and payment amount to accounts.receivable@mpi.govt.nz

Non-payment of MPI Trade Certification invoices

All MPI Trade Certification invoices are due by the 20th of the following month. If you have not paid your invoice by the due date, you will receive an email reminding you that payment is outstanding. The next step is a formal written notice advising that access for individuals working on behalf of your business in MPI Trade Certification will be terminated if payment is not received within 10 working days. Once those 10 working days have passed:

  • MPI Trade Certification access for all individuals linked to your organisation is suspended
  • a 10% penalty is applied to unpaid invoices and, for every 6 months that the debt remains unpaid, a further penalty of 10% is incurred.

Once full payment of outstanding invoices has been received, MPI Trade Certification access is reinstated as soon as practicable.

Disputing an invoice

If you want to dispute any MPI Trade Certification invoices, or any matter relating to MPI Trade Certification charges, you must set out the details in writing to MPI within 14 calendar days of the invoice date, by emailing accounts.receivable@mpi.govt.nz

Without written notice MPI cannot recognise a dispute. Where MPI has been advised in writing of a dispute:

  • the parties shall use their best efforts to resolve the dispute within 21 days of notification
  • either party may refer an unresolved dispute to mediation if it is not resolved within 21 days of notification
  • any penalties may be waived at the discretion of MPI.
